        The Answer is Yes.

        Foreigners who want to buy properties within 50 km of the coast or 100 km from a border can do so, but they will have to purchase the beach property through a trust with a Mexican bank known as a Fideicomiso.

        I haven’t done it myself, but I’m told the process is fairly straightforward.

        You lawyer will walk you through the whole process.
